STAFF REPORTS
  1. Capital Plan - Year 2003 and Advance Approval
    Staff report dated January 31, 2003 recommending that the Board approve recommendations A to D.
    Appendix A - 2003 Capital Budget
    Appendix B - Advance Approval: 2003 Park Board Capital Budget
  2. Champlain Heights Community Centre Design Approval
    Staff report dated January 28, 2003 recommending that the Board approve the schematic design plans for the addition to Champlain Heights Community Centre as prepared by Acton Ostry Architects.
  3. Brockton Bike Festival
    Staff report dated January 29, 2003 recommending that the Board approve extending the partial road closure in Stanley Park to noon on June 15, 2003 for the Brockton Bike Festival with all arrangements to the satisfaction of the General Manager.
  4. Multilingual Signage Pilot Project - Renfrew Ravine
    Staff report dated January 30, 2003 recommending that the Board approve a pilot project of including Chinese translation within the scope of a community interpretive signage project in Renfrew Ravine at no additional cost to the Park Board and that staff report to the Board one year following completion of the pilot project with an evaluation.
  5. Queen Elizabeth Park - Update on Reservoir Reconstruction and Park Design
    Staff report dated January 30, 2003 for information.
MOTIONS

The following motion was put forward by Commissioner Romaniuk,

WHEREAS full and open public participation is an essential element in a democratic process;

AND WHEREAS it is the goal of this Board to facilitate and promote full and open public participation;

AND WHEREAS at its meeting on December 16, 2002, the Vancouver Park Board passed a motion directing staff to prepare a draft plan for holding some regularly scheduled Board meetings at locations including Community Centres and other suitable Park Board facilities in representative neighbourhoods and communities;

AND WHEREAS staff have recommended a timetable of six community meetings to be held during the 2003 calendar year;

THEREFORE BE IT RESOLVED THAT the Board approves the following schedule of community meetings in 2003:

March 24 - Sunset Community Centre, Queen Elizabeth District
April 28 - VanDusen Botanical Garden, Queen Elizabeth District
May 26 - Trout Lake Community Centre, Vancouver East District
June 23 - Mount Pleasant Community Centre, Vancouver East District
November 17 - Strathcona Community Centre, Vancouver East District
December 15 - Coal Harbour Community Centre, Stanley District

ENQUIRIES, OTHER MATTERS AND NEW BUSINESS

THAT the Board later this evening go into a meeting which is closed to the public, pursuant to Section 165.2 of the Vancouver Charter, to discuss matters related to paragraph:

(h) litigation or potential litigation affecting the city.
