CHAIR'S REPORT

The Chair reported on the City's 2009 Diwali Festival, Team Vancouver vs Portland FC Soccer Game, and the Mark Demontis/Courage Canada event at Riley Park Community Centre.

COMMITTEE REPORTS

On the last Planning and Environment Committee agenda were: Presentation of Gift from Western Arts Circle, Floyd's Ice Rink Proposal, Dog Off Leash Public Consultation Results, and Synthetic Turf Sites Public Process Update. The Services and Budgets Committee agenda included: Vancouver Services Review/2010 Operating Budget Process, Capital Budget 2010, 2009 Operating Budget Update September, and SEFC Community/Boating Centre Operating Plan.

GENERAL MANAGER'S REPORT

Park Board related items on Council and Committee agenda this week: Greenest City Action Team 10 Year Plan, 2010 Operating Budget Preliminary Estimates, Composition of the PNE Board of Directors, and NE False Creek Future Directions.

STAFF REPORTS

Hollow Tree Stablization Agreement Extension
The Board approved the Stanley Park Hollow Tree Conservation Society's request to extend the current term of the agreement with the Park Board, for the purposes of Hollow Tree stabilization, to December 31, 2009. This extension will be the last given to the group so that Park Board has enough time to ensure a safe condition for the Hollow Tree and complete landscaping prior to the 2010 Winter Games.

Northeast False Creek: Directions for the Future
The City Council report "Northeast False Creek: Directions for the Future" was received for information. The Board supported the creation of the following public open space in the region - Creekside Park extension, Outdoor Recreation Area primarily hard surface activities under the viaducts, and a Civic Plaza for hosting special events on the waterfront on either the Robson or Georgia Street axis. The Board was not prepared to consider proposals to reshape Creekside Park extension. A number of public benefits were supported for the new development being considered, including the Outdoor Recreation Area, Civic Plaza, financial contribution to upgrade existing parks and public open spaces in False Creek North, and financial contribution toward the planned renewal of the Vancouver Aquatic Centre. The Park Board directed Council to expedite the provision of the Creekside Park extension prior to any development of Site 6C and strive to acquire commensurate Park Board amenities in consultation with residents.

Contract Award - Kitsilano Beach Park Playground
The Board entered into a $64,725 contract with HB Lanarc Consultants for landscape architectural design services for the upgrade to Kitsilano Beach Park Playground to an accessible playground. The project will be completed in partnership with Legacies Now Society, the Province of BC, Ronald McDonald House Charities Canada and the Rick Hansen Foundation.

Council Report on 2010 Operating Budget - Preliminary Estimates
Council's report on the 2010 Operating Budget Preliminary Estimates was received for information. The report described the potential shortfall position and key drivers of the budget, along with strategies for achieving a balanced budget and plans for public consultation.

Financial Statements to September 30, 2009
The Board received for information the September 2009 financial statements for the Operating Budget, Donation Program and the Stanley Park Restoration Project. The Board is on track to meet the 2009 operating budget targets. Careful monitoring will continue.
