STAFF REPORTS

2006 Aquarium Expansion Proposal
Following technical review by Park Board staff and public consultation, a proposal for expansion and revitalization of the Vancouver Aquarium was approved by the Board. Plans include improvements to animal habitats and public spaces. The Aquarium has agreed to mitigation and compensation measures that allow the Park Board, as stewards of Stanley Park, to ensure impacts on the park are minimized and the project is complementary to the park. The Board also approved amendments to the term of the Aquarium agreement, removal of the Park Control By-Law around whales and dolphins from the agreement, changes to the location of the gift shop, reimbursements for certain maintenance costs, review of revenues every five years, provision of free passes annually to community centres for low income residents, enhanced safety features including bike connections, and a review of the By-Law in 2015.

Amendment to the Parks Control By-Law Relating to Captive Cetaceans
Changes to the By-Law, section 9 - (e) were approved, with a request to the City's Law Department to prepare revisions for the Board's consideration. The changes provide for importation of cetaceans with intention to release or not to release.
