The following information is intended to provide quick highlights of this scheduled Board meeting. Meeting Agenda - July 9, 2007
The Chair reported on a media event in Stanley Park last week to mark the beginning of recovery operations in the storm damaged areas. He recognized the generous donation from Finning (Canada) and Caterpillar for the use of two log loaders to assist in the timber removal as part of the restoration efforts.
Park Board related items on Council agenda this week include Hastings Park Updated Implementation Plan and Hillcrest Curling Venue/Percy Norman Aquatic Centre Update.
Hastings Park: Preparation
of Implementation Plan
The Board endorsed the planning process and
work program for the Hastings Park Implementation
Plan. The three-year plan involves three phases
of work: preparatory (2007), planning (2008-2009)
and design (2009-2010), and sets the stage
for major capital investments in the eastside
park. The $1.5 million project will include
broad public consultation.
Burrard Civic Marina Upgrades
Recommendations to upgrade the Burrard Civic
Marina and to retain a consultant to prepare
cost estimates and work plans for possible
funding in the 2009-2011 Capital Plan
were referred to the Finance Committee
for further discussion. The proposed infrastructure
upgrades include electrical, environmental,
dryland operations, float layout and public
boat launch improvements. An annual fee
of $25 was approved for all moorage/storage
applications for the 2008 season.
Vancouver International Sculpture
Biennale
The Board approved public consultation around
permanent sites for four Biennale sculptures.
The large art pieces, which have been part
of a temporary 18 month installation in parks,
are being offered for long-term loan to the
Park Board. Consultation will start in the
Fall.
Hillcrest Curling Venue/Percy Norman
Aquatic Centre Update
An update was given on the construction of
the 2010 Winter Games curling venue in Hillcrest
Park and the Percy Norman Aquatic Centre
replacement being built at the same time.
The facilities are the centre piece of community
recreation legacies being provided post Games.
In order to proceed with the legacy (pool)
project, $1.9 million is being committed
in contingency funding, to be drawn against
the $10 million VANOC repayment for the legacy
conversion. Any funds drawn from this source
would have to be reinstated in the 2009-2011
Capital Plan.
Approval of Statutory Right-of-Way
in Hillcrest and Nat Bailey Parks
The Board approved granting of a statutory
right-of-way to BC Hydro in Hillcrest/Nat
Bailey Parks to allow for the realignment
of Clancy Loranger Way, part of the development
of the new Olympic curling venue and aquatic
centre.
Approval for Contract Award during
Summer Recess of the Board
The General Manager was authorized to award
contracts of $300,000 and greater during
the Board's 2007 summer recess until the
next scheduled Board meeting.
