Meeting Agenda - February 2, 2009
CHAIR'S REPORT
The Chair reported on the recent tour by Commissioners of the Vancouver Olympic/Paralympic Centre in Hillcrest Park, the 2010 Winter Games curling venue which will open on February 19 with a formal ceremony and community celebration.
GENERAL MANAGER'S REPORT
Park Board related item on Council and Committee agenda this week is 2009 Operating Budget Interim Estimates.
STAFF REPORTS
Charter Amendment for Signage in Parks
The Board approved an amendment in the Vancouver Charter related to the Park Board's power to allow signage and advertising in parks. The amendment will support the ability to allow celebratory and wayfinding signage in parks for the 2010 Winter Games, and also clarify the ability to regulate signs and ads in parks for future special events.
Public Art in Seaforth Peace Park
The donation of a bronze bust of peace activist Kinuko Laskey by artist Keith Shields was accepted, to be installed in the southwest corner of Seaforth Peace Park. The donation is sponsored by the Vancouver and District Labour Council.
2009 Advance Approval for Capital Expenditures
The Board requested that Council approve capital spending of $6,130,000 for current projects in advance of final approvals of the 2009 Capital Budget. This allows for immediate funding commitments to be met for some projects through tendering or other initiatives.
Approval of Statutory Right-of-Way in Emery Barnes Park
A statutory right-of-way was granted to BC Hydro to place two electrical service vaults in Emery Barnes Park, which will facilitate construction of the second phase of the downtown park.
MOTION
The Board put forward a Motion that the Park Board establish two Committees as follows:
Services & Budgets Committee
Commissioner Loretta Woodcock, Chair
Commissioner Constance Barnes, Vice Chair
Commissioner Aaron Jasper
Commissioner Ian Robertson
Planning & Environment Committee
Commissioner Aaron Jasper, Chair
Commissioner Sarah Blyth, Vice Chair
Commissioner Stuart Mackinnon
Commissioner Ian Robertson
and that the Services & Budgets Committee and Planning & Environment Committee hold one regular meeting per month, except in August.
The Motion carried.
