Meeting Agenda - June 1, 2009

CHAIR'S REPORT

The Chair reported on a number of community events including the opening of Ebisu Park, the opening of the anniversary garden at Dunbar Community Centre, Keep Vancouver Spectacular cleanup, Komagatu Maru candlelight vigil and the opening of Ken's Kitchen at Kitsilano War Memorial Community Centre.

PRESENTATION

Kevin Wallinger, Director of Emergency Management for the City, gave a presentation on roles and responsibilities of emergency management.

COMMITTEE REPORT

On the last Planning and Environment Committee agenda were: Vanier Park BMX Proposal, VanDusen Garden Development Permit and Preliminary List of Infrastructure Projects. The most recent Services and Budgets Committee agenda items were: Strategic Plan - City and Park Board Process, Bottled Water and 2009 Operating Budget April Statement.

GENERAL MANAGER'S REPORT

Park Board related items on Council agenda this week are Olympic Legacy Reserve Project - David Lam Park Permanent Power, 2009 Basic Capital Budget and Closeouts, Northeast False Creek Direction for the Future (Part 1) and Municipal Ticket Information Pilot Project.

STAFF REPORTS

Financial Statements to March 31, 2009
First quarter financial positions were presented for the operating budget, the donation program and the Stanley Park restoration project.

Yaletown Park - Temporary Lighting Installation "Light the City"
The Board approved the use of Yaletown Park for a temporary light installation as part of the City's "Light the City" program during the 2010 Winter Games. This nightly celebration of light and colour is designed to welcome and entertain residents and visitors.

Brockton Point Addition Contract Award
The Board entered into a $722,000 contract with Stuart Olson Constructors for the expansion of the Brockton Point Visitor Centre in Stanley Park.

Oppenheimer Park Redevelopment Contract Award
A $1.8 million contract was entered into with Bynett Construction Service for the construction of a new fieldhouse and redevelopment of Oppenheimer Park on Powell Street.

Emery Barnes Park Phase Two Construction Contract Award
The Board approved a $1.3 million contract with Cedar Crest Lands (BC) for landscape construction services for Emery Barnes Park, Phase Two in Downtown South.

PNE BOARD

The Board agreed by consensus that Commissioner Raj Hundal is nominated as the Park Board representative to the interim PNE Board for consideration by City Council.

MOTION

The Board put forward a Motion to urge Council to support its commitment to the community to complete three major capital projects (post Olympic conversion of Hillcrest Curling Venue, renewal of Trout Lake Community Centre and renewal of buildings at VanDusen Botanical Garden) in a timely manner, and approve the 2009 Capital Budget of $66,635,600 as originally approved by the Board. The Motion carried.
