CHAIR'S REPORT
The Chair reported on the Trans Canada Trail announcement, the Day against Hate Crimes event, the Birds in Renfrew Project and the Stanley Park seawall reconstruction announcement.

COMMITTEE REPORT
The most recent Services & Budgets Committee agenda included: Budget 2011 Update, Third Quarter 2010 Operating Statement and Vancouver Field Sports Federation.

GENERAL MANAGER'S REPORT
Park Board related items on City Council and Committee agenda this week: selection of operator for Hastings Park child care centre, VPD beach patrol program vehicle requirements, and recognition of Canada's Homeless World Cup Soccer Team. The General Manager also acknowledged recently appointed Deputy General Manager Peter Kuran and welcomed new Manager of Revenue Services Gordon Barber.

STAFF REPORTS

Mount Pleasant Park Upgrade
The concept plan for the upgrade to Mount Pleasant Park was approved. The plan is the recommended option based on comments received from the community through the consultation process. The upgrade includes both passive and active recreational areas and reserves an appropriate location in the park for an outdoor pool should funding for one become available in future. Park construction will start in Spring 2011.

Special Event Permit - Celebration of Light 2011
The Board approved the key elements of the popular Celebration of Light summer fireworks event. New activations for 2011 include a reserved seating area near the English Bay Bathhouse building.

Extension of Lease with Province of British Columbia, as represented by the Minister of Citizens' Services for Buildings and Facilities at Jericho Hill Centre
The Park Board entered into a 5 year extension of its existing leases to August 31, 2015 for the Jericho Hill Centre cafeteria building and gymnasium with the Province of British Columbia as represented by the Minister of Citizens' Services. The Board also entered into a 5 year extension of the existing subleases to August 31, 2015 for the Jericho Hill Centre cafeteria building with existing tenants represented by 5 non-profit societies. These facilities allow the West Point Grey Community Centre Association to provide recreation programs in addition to those at Aberthau and West Point Grey Community Centre.

Financial Statements to September 31, 2010
The Board received for information the September 31, 2010 financial position for the Operating Budget, the Donation Program and the Stanley Park Restoration Project.
