CHAIR'S REPORT
The Chair reported on Chinese New Year celebrations, unveiling of Kerrisdale inukshuk, Outgames grant, International Mother Language Day, Association of BC Professional Foresters conference, and Black History Month events.

COMMITTEE REPORT
On the last Planning & Environment Committee agenda: Federal Infrastructure Projects, 2011 Special Events and Komagata Maru Memorial.

GENERAL MANAGER'S REPORT
Park Board related item on Committee agenda this week: Code of Conduct, Human Rights and Harassment Policy and Respectful Workplace Policy. The Park Board will enter into a contract this week with a consultant to lead development of the new Strategic Plan.

STAFF REPORTS

Komagata Maru Monument - Harbour Green Park
The Board accepted the donation of a monument to the 1914 Komagata Maru incident to be installed in Harbour Green Park. The monument was proposed by the Khalsa Diwan Society and will be funded through the Historical Recognition Program of Citizenship and Immigration Canada.

Village Kitchen at Creekside Community Recreation Centre - Award of Contract
Daniel Hospitality Group was awarded a 5 year lease with two additional 5 year extensions to construct and operate a new waterfront restaurant, Village Kitchen, in Creekside Community Recreation Centre. The rent structure will be at a tiered percent of revenue rate for the first 5 year term then at 6% for the following two 5 year extensions.

2011 Budget Implementation Plan
The Board temporarily deferred up to $130,000 of the 2011 reserve contribution for the Langara golf drainage project to fund the $100,000 operating budget gap and up to $30,000 for the cost of a homeless shower program. A permanent funding source will be determined as part of a larger organizational review and restructuring taking place over the next six months.
