Park Board Committee Meeting

Presentation

The Park Board presented a cheque for $96,446 to the BC Professional Fire Fighters Burn Fund, its share of the Bright Nights in Stanley Park train admission revenues. 2011 was the 14th year the Park Board has partnered with the Fund to organize the popular annual light show.

Staff Reports

Trillium North park site – Concept Plan
The concept plan for the Trillium North park site was approved. The new park in the False Creek Flats will involve the community and showcase art and culture, natural play elements and amenities for all ages. Staff were directed to explore the possibility that any park space lost from the proposed right-of-way be compensated for by the addition of park space to the west of the existing park site.

Parking Initiatives
The Board approved changes to standardize fees and schedules for pay parking operations effective May 1, providing greater clarity and consistency for park users and visitors. Staff were directed to develop a policy to ensure a principled, consistent and fair approach to pay parking throughout the City.

Boathouse Restaurant Patio
The Board approved an expansion of the Boathouse Restaurant to include a 56 seat outdoor roof patio located to the west of the restaurant. Subject to the approval of City Planning for the expansion, a modification will be made to the restaurant lease.

“A-maze-ing Laughter” in Morton Park
The Board accepted the long term loan or donation of the sculpture A-maze-ing Laughter for continued exhibition in the West End’s Morton Park. The work, composed of 14 bronze figures, has proven popular with residents and visitors alike.

Kitsilano Beach Park Basketball Courts
The Board approved a change to the current policy regarding the operation of the basketball courts at Kitsilano Beach Park to allow for year round use at this sports destination.

2011 Capital Closeout
The Board approved 2011 Capital closeout of Park Board projects, including completed programs and/or projects, allocations of remaining funding, and variance explanations for projects with variances exceeding 15% and $50,000 of the approved budget.

Motion
Commissioner Coupar moved a motion to recognize the accomplishments of past Commissioners Wainborn and Livingstone and the historical significance of their efforts. The motion failed.

Chair's Report
The Chair reported on recent events: food cart program in parks, bat houses at golf courses, Sakura Days Japan Fair, Little League opening ceremonies and Vimy Day commemoration.

Report of the Park Board Committee
The Board approved the recommendations of Committee: Trillium North park site – Concept Plan, Parking Initiatives, Boathouse Restaurant Patio, “A-maze-ing Laughter” in Morton Park, Kitsilano Beach Park Basketball Courts and 2011 Capital Closeout (see Committee highlights above).

Notice of Motion
Commissioner De Genova put forward a motion that the Park Board direct staff to put in place a process within six months to advertise and encourage members of the community to be involved in forming a Community Centre Association for Vancouver’s newest community centre, Creekside Community Recreation Centre, Furthermore, that the board also direct staff to implement a plan and/or strategy for new community centres to ensure that future community centres have Community Centre Associations in place either before or soon after the opening of the new community centre.

Notice of Motion
Commissioner Sharma put forward a motion that the Vancouver Park Board is strongly opposed to any expansion of the Trans Mountain Pipeline.

The next Park Board Committee Meeting will be held at 7 pm on Monday, April 30, 2012 at 2099 Beach Avenue with next Regular Park Board Meeting held immediately following the Committee Meeting that evening.
