Chair's Report
The Chair reported on recent events: Bloedel Conservatory fundraiser, new Walk on the Grass park signs, Youth Week exhibition, inaugural Bird Week, and Move for Health Day.
Staff Reports
Proposed Sculpture Installation at Brockton Point in Stanley Park
The Board accepted the donation of a sculpture representing the figures of Portuguese Joe Silvey, Khaltinaht and Kwatleematt which celebrates the Coast Salish and European community historically located at Brockton Point. The 14 foot bronze artwork by artist Luke Marston is being donated by the Portuguese Joe Memorial Society.
Mill Marine Bistro Lease Extension
The Board extended the lease with the Mill Marine Bistro for a term of ten years from June 1, 2013 to May 31, 2023. The operator will make significant capital improvements to the popular Harbour Green Park restaurant.
Proposed Community Garden in Charleson Park
The Park Board approved a new community garden in Charleson Park; and granted a five year license to the False Creek South Neighbourhood Association to operate the garden.
Proposed Community Garden in Cambie Park
The Park Board approved a new community garden in Cambie Park; and granted a five year license to the Marpole-Oakridge Community Association to operate the garden.
Motion
Commissioner Loke put forward a motion that
A. The Vancouver Board of Parks and Recreation establish the Trans and Gender-Variant Working Group with the following mandate:
i. To provide a report to the Vancouver Board of Parks and Recreation detailing how Vancouver can be the world’s most inclusive jurisdiction for trans and gender-variant communities; and furthermore, to report back to the Vancouver Board of Parks and Recreation on all components outlined in article ii of this motion by April 1st, 2014. This report will be shared with the Vancouver School Board and Vancouver City Council for information.
ii. To provide specific recommendations to the Vancouver Board of Parks and Recreation detailing how the Vancouver Board of Parks and Recreation can provide greater inclusivity through:a. Signage & Literature
b. Public Spaces (including washrooms and change-rooms)
c. Human Resource Training & Staff Policies
d. Programming (including “all-bodies” programming)
e. Collaborative Public & Community Partnerships
B. The General Manager direct staff to provide a report to the board on work done to date on inclusivity for trans and gender-variant communities;
C. The Vancouver Park Board provide meeting space for the Trans and Gender-Variant Working Group.
D. The Working Group be co-chaired by two community members, to be appointed by the Park Board, in consultation with the Vancouver LGBTQ Civic Advisory Committee.
E. The Working Group be made up of six additional members, other than the co-chairs, to be appointed by the LGBTQ Civic Advisory Committee following a minimum 1-month-long public process for applications; and furthermore, that the Vancouver Park Board, Vancouver School Board and Vancouver City Council liaisons to the Vancouver LGBTQ Civic Advisory Committee also be deemed as liaisons to the Trans and Gender-Variant Working Group.
The motion was carried.
Report of the Park Board Committee
The Board approved the recommendations of Committee: Proposed Sculpture Installation at Brockton Point in Stanley Park, Mill Marine Bistro Lease Extension, Proposed Community Garden in Charleson Park, Proposed Community Garden in Cambie Park and Motion re Trans and Gender-Variant Inclusion Working Group. General Manager’s Report
Park Board related item on Council agenda this week: Stanley Park 125 Anniversary Celebration and Vancouver Heritage Register Annual Update.
Motion
Commissioner De Genova put forward a motion that
A. Staff prioritize the expansion of Farmers Markets in Vancouver’s parks throughout the city, with an emphasis on areas which are currently underserved by existing Farmers Markets;
B. Staff consult with the Local Food Assets Task Force, Urban Farmers Market Operators and Neighbourhood Food networks; and
C. Make information and marketing materials regarding existing and expanded Farmers Markets available in Community Centres and Park and Recreation facilities throughout the city.
The motion was deferred.
Motions on Notice
Commissioner Jasper put forward a notice of motion re: Hastings Park Governance.
Commissioner Barnes put forward a notice of motion re: Vancouver Bird Friendly Strategy.
Commissioner Sharma put forward a notice of motion re: Kite Surfing Launch Area at Spanish Banks.
Next Meeting
The May 13 Board Meeting will reconvene at 6 pm on Wednesday, May 22, 2013 at 2099 Beach Avenue.
The next Park Board Committee Meeting will be held at 7 pm on Monday, May 27, 2013 at 2099 Beach Avenue with next Regular Park Board Meeting held immediately following the Committee Meeting that evening.
