Park Board Committee Meeting

Chair's Report
The Chair reported on recent events:. Eco-Cultural presentation by Squamish Nation, media launch of new Stanley Park Boardwalk, SoccerJam at Trillium Park, celebration of Jericho Beach restoration, and 25th annual Dragon Boat Festival.

Staff Reports
Special Events Approval - July 2013
The Board approved a request from the Vancouver Folk Festival Society, organizers of the Vancouver Folk Music Festival, for an increase in the maximum capacity of the event’s licensed area from 750 to 1,000 persons, for the annual festival at Jericho Beach Park July 19 to 21, 2013.

Construction Contract Award - Trillium North Park Site
The Board entered into a contract with Wilco Civil Inc. for $1,038,524 plus PST for the Trillium North park site project. This is the second and final phase of the 3 hectare park development in the False Creek flats area – the first phase completed in 2011 was comprised of two synthetic turf fields and a washroom change room.

Motions
Commissioner Barnes put forward a motion that the Vancouver Park Board do everything within its power to work with all levels of government to improve safety for pedestrians and cyclists along the Stanley Park Causeway; and that the Board direct staff to work with the Ministry of Transportation and Infrastructure, and Engineering Services to develop strategies to minimize conflict in high volume pedestrian and cyclist interface areas of the Stanley Park Causeway and report back to the Board with immediacy as to what short-term measures can be implemented to improve pedestrian and cycling safety in the interim as well as provide possible longer-term solutions; and that the City of Vancouver’s Active Transportation Policy Council has the opportunity to give feedback on staff’s recommendations prior to the Board’s consideration. The Motion was carried.

Commissioner Coupar put forward a motion that staff complete a review of present practices, business operations and capital needs (of marinas) and report back to the Board; and that staff include a report of best practices and marina needs for upcoming capital plan inclusion. The Motion was carried.

Report of the Park Board Committee
The Board approved the recommendations of Committee: Special Events Approval – July 2013, and Construction Contract Award – Trillium North Park Site (see Committee highlights above).

Staff Presentation

Public Art Donation Proposal - Memorial for The Missing Women
Staff presented information on a new donation proposal for a monument to The Missing Women, to be located in CRAB Park at Portside; standard donation consultation process will be implemented.

Notice of Motion
Commissioner Coupar put forward a notice of motion re: new home for paddling community.

The next Park Board Committee Meeting will be held at 7 pm on Monday, July 8, 2013 at 2099 Beach Avenue with next Regular Park Board Meeting held immediately following the Committee Meeting that evening.
