2. City Council Report.

DELEGATIONS

Item 3 - Lease Renewal Community Gardens - 7th and Fraser
Gavin Ross requested to speak to the Board regarding the community gardens at 7th Avenue and Fraser Street.

Item 4 - Hastings Community Park - Redevelopment and Funding
Patricia Coutts requested to speak to the Board with regard to the redevelopment and funding of Hastings Community Park.

Item 5 - Capital Plan 2000 - 2002
Kathleen Bigsby, representing the Association Presidents requested to speak to the Board regarding the 2000 - 2002 Capital Plan.

STAFF REPORTS

3. Community Gardens - 7th and Fraser
   Staff report dated February 24, 1999 recommending that the Board re-assign the licence to operate a community garden at 7th and Fraser Park Site to the Urban Diggers Society.
4. Hastings Community Park - Redevelopment and Funding
   Staff report dated April 19, 1999 recommending that the Board approve recommendations A and B.
5. Draft Capital Plan 2000 - 2002
   Staff report dated March 30, 1999 recommending that the draft 2000-2002 Capital Plan be approved as the basis for community consultations and that the consultation process outlined in the report be approved.
6. Dogs Off Leash in Parks
   Staff report dated April 16, 1999 recommending that the Board approve the dog off-leash times as listed in the report.
7. Human Resources Report - New Regular Positions
   Staff report dated April 16, 1999 recommending that the Board approve the regularization of temporary funds in order to establish two new regular full time positions.
8. Bayshore Gardens - Extension of Due Date for Parks Payment-in-Lieu
   Staff report dated April 19, 1999 recommending that the Board concur with the recommendations in the Council administrative report dated April 7, 1999. (report available from City Clerk's Office)
9. Budget / NNR and Added Basic

10. Award of Contract - Park Drive Reconstruction Phase 1, Phase 2 and Children's Farmyard Parking Entrance
