CHAIR'S REPORT

The Chair reported on the busy summer season at parks, beaches and pools, the reopening of Quilchena Park last week, upcoming dedication of the Khenko sculpture at George Wainborn Park, and new fall/winter Leisure Guide now available at all community centres.

GENERAL MANAGER'S REPORT

Park Board-related items on Council and Committee agenda this week include the installation of automated public toilets in the City, one of which will be located in Pigeon Park, and the Youth Politik Program, formerly Council Youth Days.

COMMITTEE REPORTS

Recent Planning Committee agenda items included:  updates on new Creekside Park, relocation of Hastings Community Centre, Ceperley Playground memorial and Fraserlands community development. The last Finance Committee agenda dealt with fundraising/donations progress report, business plan for Harbour Green Restaurant, and Arbutus right-of-way.

PRESENTATION

National Merit for Design Awards from the Canadian Society of Landscape Architects were presented to the Park Board for three facilities:  Stanley Park Salmon Stream, George Wainborn Park and Harbour Green Park Phase 2.

STAFF REPORTS

Aquarium Revitalization and Expansion Proposal:  Technical Review and Public Consultation Process
The Board received for information the proposal by the Vancouver Aquarium to revitalize and expand the Aquarium in Stanley Park. The motion to receive the technical review on the impacts of the proposal on Stanley Park, as prepared by Park Board staff, was not approved. The Board voted to distance itself from the proposed public consultaton process around the project, by withdrawing its co-management; the Aquarium can now go forward on its own to seek public views on the proposal.

Vancouver Technical Secondary School Synthethic Turf Project:  Consultant Contract
The contract for consultant services for Vancouver Technical Secondary School's artificial turf project was awarded to R.F. Binnie & Associates for $95,550. This field is the second to be constructed as part of the Park Board's Playing Field Renewal Plan.

West End Community Centre - Lobby Improvements
The Board accepted the donation of $164,5000 from the West End Community Centre Association to carry out renovations to the main and upper floor lobbies at the centre. The project is targetted to be finished by December.

Appointment of Architect for Kitsilano Arena Kitchen
Architectural services for the Snowy's Lounge and Kitchen renovations at Kitsilano Community Centre were awarded to Gomberoff Bell Lyon Architects Group, for a fee of $36,100. The work will be done in Spring 2007.

Procedure By-law Amendment
The Board approved a change to the Procedures By-Law, which now states that if the By-Law does not address a procedure, the City's Procedures By-Law (except for Section 7) is to apply; and if the former does not apply, then the most recent edition of Robert's Rules of Order is to apply to proceedings of the Board.
