CHAIR'S REPORT

The Chair reported on the January 25 lighting of the Canadian flag display in Lost Lagoon, and Black History Month in Vancouver.

GENERAL MANAGER'S REPORT

Park Board related item on Council agenda: Gingerbread House Day Care Renewal of Licenses for Portions of Captain Cook School and Captain Cook Park Sites.

COMMITTEE REPORT

The most recent Services and Budgets Committee agenda included Vancouver Open Golf Tournament.

STAFF REPORTS

Fraser River Park Dog Off-Leash Area
Changes were approved to the designated dog off-leash area at Fraser River Park in South Vancouver, with all day on-leash hours at the designated East side of the park for the period May 1 to September 30, and all day off-leash hours during the period October 1 to April 30. Staff will report back to the Board on the outcome of this change by the end of 2010.

Approval of Concepts and Consultancy Award Grandview Park Upgrade
The Board approved the concept plan for the proposed upgrade to Grandview Park and entered into an agreement with van der Zalm + Associates for $117,541 of landsape architecture consulting. Construction is planned to begin this summer.

Vancouver Open Golf Tournament
The Vancouver Open Golf Tournament was approved to be hosted at the three championship municipal courses (Langara, Fraserview and McCleery) from 2010 to 2012.

The Teahouse and Seasons in the Park - Rent Reviews
The Board approved rent for the Teahouse (at Ferguson Point in Stanley Park) for January 1/10 to December 31/14 to be set at 6% for the first $3.5 million of gross revenues and 4% beyond that; and rent for Seasons in the Park (in Queen Elizabeth Park) for March 1/10 to February 28/15 to be set at 6% for the first $4.5 million of gross revenues and 4% beyond that. Payment in lieu of property taxes of $6.21/ft² be set at both restaurants from the start of the new terms and be reviewed yearly to reflect any changes in business tax assessments. An additional 5 year option was given to Sequoia Company of Restaurants for both restaurants.

Approval of Concepts and Consultancy Award Norquay Park Upgrade
The Board approved the concept plan for the proposed upgrade to Norquay Park and entered into an agreement with Durante Kreuk for $47,548 of landsape architecture consulting. Construction is planned to begin this summer.

Delegation of Contract Award Authority
The Board delegated its authority to award contracts to the General Manager for the period February 2 to 28, 2010 (during the Board's Olympic recess) for projects which receive funding under the Federal Infrastructure Stimulus Fund and Recreation Infrastructure Canada Fund. This enables these time critical projects to proceed at their projected timeline. During this period, the General Manager will notify the Chair of the awarding of each such contract.

Riley Park Community Centre, Ice Rink and Curling Club Renewal: Construction Contract Award
The Board entered into a fixed construction contract with Haebler Construction Projects for $9.3 million for the renewal of Riley Park Community Centre, Ice Rink and Curling Club. This project will convert the Vancouver Olympic/Paralympic Centre at Hillcrest Park into a major community recreation complex. Construction is planned to begin this summer.
