CHAIR'S REPORT
The Chair reported on the March 24 launch of Automated External Defibrillators at Park Board ice rinks and the Sikh community's annual Vaisakhi Parade on April 10.

COMMITTEE REPORT
The most recent Planning and Environment Committee agenda included: Street tree issue - 46th Avenue and George Street, Report on the Ecology of Stanley Park, Special Events Permits, Memorial South Park Tennis Courts, Southeast False Creek Community Centre partnership opportunity with Canadian Sport Centre Pacific, and Stanley Park Shuttle Operation.

GENERAL MANAGER'S REPORT
Park Board related items on City Council and Committee agenda this week: 2010 Winter Games Costs and 2009 Year End Financials.

STAFF REPORTS

No Smoking Policy for Vancouver Parks and Beaches
The Board instructed the General Manager to consult with the Director of Legal Services to seek amendments to the City of Vancouver Health By-Law and Parks Control By-Law to prohibit smoking in all parks and beaches effective September 1, 2010. The policy reflects research and public feedback and is part of the Park Board's commitment to promoting a healthy, active urban environment.

First Tee Youth Golf - Host Facility Agreement
The Host Facility Agreement was approved for the use of Fraserview Golf Course by the First Tee of Metro Vancouver/YMCA for the First Tee Youth Golf program. The program, which introduces young people of all backgrounds to the game of golf and the life lessons it teaches, will begin this summer.

Accomplishments Report 2009
Guided by the directions of the Strategic Plan, the Park Board made significant progress in all areas of its operations last year while meeting major commitments to prepare for the 2010 Winter Games. The many accomplishments continued to enrich the lives of Vancouver's residents and visitors.

Watermark Restaurant - Assignment of Lease
The Board approved the assignment of the lease at the Watermark Restaurant to the Boathouse Restaurants of Canada. The assignment will ensure continued service to patrons of Kits Beach at both the waterfront restaurant and concession.

Changes to Authority to Contract ("Standing Authorities") and updated Procurement Policy
An updated policy to procure goods and services and changes to the standing authorities (or Council delegated authorities) were approved effective April 20. The changes take into account inflationary increases since the last policy revisions, best practices in procurement processes, and shared services with the City in the procurement function.

Admistrative Report - Position Changes
The Board approved four CUPE 15 full time positions and 2 CUPE 15 regular part time positions for new services at the Southeast False Creek Community Centre. The positions are required to operate the new facility during its first year.

Special Events Permits
The Board granted permission for a 150 capacity Private Special Occasion License for the 2010 Vancouver International Soccer Festival in June; for a 400 capacity Private Special Occasion License for the 2010 KitsFest "Sports Daze" in August; and for the temporary relocation of the Trout Lake Farmers' Market to the north parking lot in John Hendry Park for 2010.

MOTIONS
The Board put forward a Motion that the Park Board rescind the Planning and Environment Committee motion as approved at the July 20, 2009 meeting appointing the members of the Committee, and change the Committee as follows: Commissioner Blyth, Chair; Commissioner Hundal, Vice Chair; and members Commissioner Mackinnon and Commissioner Robertson. The Motion carried.

The Board put forward a Motion that the Park Board declares itself a True Sport organization. The Motion carried.
