Park Board Committee Meeting

Chair's Report
The Chair reported on recent events – FIFA Women’s World Cup Canada 2015 logo unveiling, Bloedel Conservatory and Burrard View Park Places that Matter plaque installations, 93rd annual Polar Bear Swim at English Bay, Wild New Territories art exhibition, 30 Days for $30 recreation promotion and Diamond Jubilee Medal ceremony.

Staff Reports

Event Permit Guidelines Review
Staff presented a proposal to streamline the event approval process and to support organizers on event production.  

Fire Hall No. 5 Temporary Use of Parkland (Fraserview Golf Course)
The Board approved the use of Fraserview Golf Course parklands for a temporary City Fire Hall facility, effective March 2013, for a period of approximately 18 months.  This will help maintain necessary fire and rescue services during the development of the new Fire Hall No. 5 in the Champlain Heights neighbourhood. 

Art Phillips Park
The Board approved the renaming of Discovery Square to Art Phillips Park.  The commemorative naming for Mr. Phillips, former Mayor of Vancouver, recognizes his significant contributions to parks and recreation in the city

Regular Board Meeting  

General Manager’s Report
Park Board related item at Council this week include Vancouver Sport Hosting Grant: 2012 Fall Intake Allocations and Vancouver Food Strategy Report.  He also shared news of continuing industry recognition for VanDusen Botanical Garden Visitor Centre which has won two  more international awards. The Institution of Structural Engineers in London, England, recently recognized the facility with the Award for Community or Residential Structures with judges lauding the innovative use of wood.  The U.S National Council of Structural Engineers Associations also recognized the Visitor Centre with the 2012 Excellence in Structural Engineering Award in the New Buildings $10 to $30 million category.

Report of the Park Board Committee
The Board approved the recommendations of Committee: Fire Hall No. 5 Temporary Use of Parkland (Fraserview Golf Course) and Art Phillips Park (see Committee highlights above).

Notice of Motion
Commissioner Jasper put forward a notice of motion re review of by-laws.

Commissioner Coupar put forward a notice of motion to clarify instances under which an in-camera meeting may be called.

Commissioner Barnes put forward a notice of motion re accessible drinking fountains.

Commissioner Blyth put forward a notice of motion re Dude Chilling Park sign.

Commissioner De Genova put forward a notice of motion re open and transparent public consultation on the new community centre model.

The next Park Board Committee Meeting will be held at 7 pm on Monday, February 25, 2013 at 2099 Beach Avenue with next Regular Park Board Meeting held immediately following the Committee Meeting that evening.
